The construction of the reservoir has been assessed according to three criteria levels: (1) global criteria; from the viewpoint of economic and social development of state and landscape-ecological prerequisites, (2) regional criteria; from the viewpoint of economic and social development of the region and conditions of environmental quality, (3) local criteria; from the viewpoint of interventions and resulting changes in the reservoir locality and its catchment area (environmental impact assessment) and the influence on quality, quantity, and river regime.
